Ouka orders the pass parade when Chigusa is badly wounded and his party is collapsing under pursuing monsters. The decision is understandable. It is also a deliberate act that makes three less-experienced strangers absorb the threat. Volume 5 refuses to flatten either side of that equation.
He admits what happened, joins Hestia’s rescue and fights through the Black Goliath disaster. Ouka is gravely injured protecting the group. None of that retroactively cleans the pass parade; it proves he understands repair requires risk, not merely apology.

Ouka’s support in Volume 6 continues the repair begun after the pass parade. He cannot undo the choice that endangered Bell, Lilly and Welf, but he can help when Apollo turns Bell’s whole city into a pursuit route and when Mikoto asks to leave their Familia temporarily.
As captain, Ouka has to hold two truths together: Mikoto belongs with Takemikazuchi Familia, and her conscience requires one year inside Hestia Familia. Letting her go becomes an act of trust rather than abandonment.
